JOB DESCRIPTION: Healthcare System Administrator

The Milwaukee County Behavioral Health Division (BHD) utilizes an Electronic Medical Record (EMR) by the name of Avatar. The Healthcare System Administrator maintains and administers all aspects of the Avatar platform, including Managed Service Organization (MSO), Provider Connect, and Rx Connect. He/she sets standards for IT operations and changes, implements and maintains processes for access management and security, and is responsible for the success of the EMR as a reliable and consistent tool.

DUTIES AND RESPONSIBILITIES

• System Optimization
• Configure and maintain Avatar system settings in collaboration with the software vendor (NetSmart) and the Milwaukee County BHD IT staff
• Manage all technical aspects of the Avatar system to ensure smooth operation and full functionality of the hardware and software environment
• Administer user roles and EMR accounts while adhering to cyber security and privacy best practices, as well as complying BHD policy
• Maintain accurate and complete documentation of all system settings, user accounts, and other technical aspects of the EMR
• Plan, schedule, test, and communicate product updates to ensure that all EMR environments are consistent and up-to-date
• Troubleshoot and triage system issues appropriately
• Oversee HIPAA, active directory, and EMR security needs
• Audit EMR use for compliance with protected healthcare information (PHI) access standards
• Develop Crystal reports, and EMR system content (using SQL) to meet BHD clinical and fiscal needs
• Refine and manage processes for onboarding new users as it relates to the BHD Healthcare Systems
• Coordinate communication of system issues and resolutions with all stakeholders
• Utilize Avatar’s Guardiant solution to monitor EMR system health, inform decision making and investigate issues reported by end users


COMPETENCIES FOR SUCCESS

Functional Knowledge
• Administration of an Electronic Medical Record system
• Hardware and software characteristics of enterprise software systems and a general understanding of system features and their integration capabilities to a centralized database
• Business process mapping, analysis, and design, and the ability to manage processes in both proprietary systems (EMR) and standard Microsoft tools (SharePoint, Infopath, Excel, etc.)
• Data processing methods and procedures; ability to solve basic hardware and software problems
• Business principles and techniques of administration, organization, and management; preferably an in-depth understanding of the key business issues that exist in the behavioral healthcare field.

• Possess excellent presentation skills along with the ability to communicate information to a broad audience by telephone, in written form, e-mail, or in person
• Excellent writing and data interpretation skills appropriate to the needs of the audience
• Self-starter and ability to work independently

Required:
• Bachelor degree or four years equivalent of working experience in a business or IT environment
• 3–5 years of EMR system administration
• 3-5 years working experience with database administration
• 1-2 years Crystal Reports writing experience; complex query development ideal
• Working knowledge of SQL
Nice to have:
• Avatar experience
• Working knowledge of Cache databases
• Working knowledge of Microsoft Excel
• Knowledge of behavioral health field terminology
